According to most UN types, it's only killing if it's done after birth. Before birth, it's just removing a clump of tissue.

That's a good point, Putin doesn't strike me as being squeamish about using nukes if half his empire is on the line. Hell, even just sticking to tactical nukes would wipe out any army that tried to cross the border, and stay clear of urban areas that might precipitate a larger exchange.

And the Turkic states did give Russia all of their Cold War nukes...well, I would say look out Central and South-East Asia.

The thing with that is, Putin has the will to use his nukes. (The British certainly don't, and I wouldn't count on the French being willing to provoke China alone. As long as Obama is around, he'd nuke the heartland of the U.S. before he'd initiate a nuclear attack on another nuclear power.) That pretty much puts taking on Putin out of reach.
Kim would use his nukes - if his missiles function that is - but he doesn't have more than a handful, if that many.
Vietnam has none at all.
India does, and so does Pakistan, so I wouldn't expect trying to take any significant territory there.
The Turkic states could be a target - if Russia is distracted enough. China is certainly letting the stage be set there with the issues with the Uighurs and the situation in Kyrghyzstan. Of course we think that's Putin's hand. Could the Chinese be going deep there, letting the Russians set themselves up?

If I were Vladimir Putin right now, I'd be less focused on putting the screws to Europe and the Caucasus republics, and turning a wary eye to Siberia. China sees a big, empty resource-rich territory and an oil-rich but demographically moribund Russia the only thing standing in its way. Not to mention the fact that China considers large chunks of Siberia as its own, simply because they once belonged to the Qing Dynasty.

Putin's been rebuilding the Russian Army, but in its present state I doubt it would go very far in a shooting war against the PLA.

Yep, I know.
And as I said, I was predicting population control via "adventurism" 20 years back when early reports of sex selection via prenatal testing started coming out.
They've had a bit of a release valve with immigration, but that won't hold forever. With their impending financial meltdown they are going to have to do something to distract a hundred million testosterone driven 15-30 year olds, otherwise it will turn to domestic conflict over women, ultimately leading to insurgency.
While I'm sure they could solve their problems by just having the current conscript group slaughter the others with the women as a "bonus", I'm sure a bit of expansion at the expense of less-than-pleasant neighbors, even if the "prize women" are not ethnic Han, will be more appealing.
The only question I see is whether they think they can get away with it. Setting things up so they can, distracting the U.S. in the Middle East and the Russians with the Caucasus (most likely) would be what I'd look for in their foreign policy. They've certainly sold enough missile tech to Iran for the first part, so now its checking into the second part.

We're talking about tens of millions of young men who will never marry. Sounds like perfect cannon fodder to reestablish Chinese hegemony. It will likely boil over once China's own financial woes begin to break apart their dreams of economic dominance.

Another rambling thought...............................remember the WWII and the charges against Japan kidnapping Korean Women and making them "Comfort workers" to service the needs of Japanese soldiers. Lets see 168 to 100 ratio, gee could we see China crossing borders and empressing "Tibetan" N.Korean" "Laostian" women to supplement the shortage of breeding stock in China? Stanger things have happened. Either that or they start a war to deplete the surplus of males.
